When allegations of police misconduct arise, those complaints are investigated
by the police's Internal Affairs Department, and then ruled upon by a Chain of Command Board, comprised almost exclusively of police officers and city employees. Citizens have a limited opportunity to appeal these decisions in a closed, confidential session before the City's Citizen Review Board. Homeowners' Associations have statutory authority to regulate a wide range of issues and are authorized to impose financial penalties which, when unpaid, can result in a lien on your home. Due to the fact that HoA Board Members are almost always interested individuals who live in the neighborhood, they often misuse their power and disregard their declarations and bylaws.
